University-admissions consultancy and test-preparation software publisher

College Council is an international university-admissions consultancy and test-preparation software publisher founded in 2018 by Jakub Andre, who leads it as chief executive.[1] It serves students worldwide from a base in Europe and the United States, publishes its site in 17 languages, and recorded 198,665 visitors in the three months to 5 September 2026.[2][4][12] Its software is published by Okiro Education, Inc., a Delaware corporation that appears as the developer of record on the Apple App Store and Google Play.[7][8][9]

The group runs two software platforms alongside the consultancy: the College Council app at app.college-council.com, which combines a database of about 33,000 universities, the ChanceMe admission-chances calculator, the PATHS career diagnostic and SAT and TOEFL practice;[13][14] and Prepclass, an exam-preparation platform for eight admissions and language examinations that also ships as an iOS and Android app.[6][7][8] The SAT engine, launched in 2025 under the name Okiro, now powers the SAT modules of both platforms.[5][13]

College Council was founded in 2018, the year it helped its first student gain admission to an Ivy League university.[1] It began as an admissions consultancy for Polish students applying to universities in the United States, the United Kingdom and continental Europe, offering application support for those three regions together with SAT, TOEFL, IELTS and Cambridge exam preparation, summer programmes and a sports-scholarship track.[2] From 2025 the company built its own software: the Okiro SAT engine, whose domain was registered on 31 July 2025, and Prepclass, whose domain followed on 25 August 2025.[10][13] Okiro Education, Inc. was incorporated in Delaware on 4 August 2025 to publish the software.[9]

Prepclass reached the Apple App Store on 14 April 2026 and Google Play later that year; its Android listing was last updated on 25 August 2026.[7][8] In July 2026 the Okiro SAT engine was merged into Prepclass, which grew to eight examinations by September 2026, and the College Council app took over SAT and TOEFL practice for consultancy clients.[6][13] The marketing site was expanded from Polish into 17 language editions during 2026, and the company's terms of service and privacy policy were last revised on 19 March 2026.[3][4][19]

The College Council brand and its software belong to Okiro Education, Inc., a corporation formed in Delaware through Stripe Atlas and incorporated on 4 August 2025.[9] The corporation is the developer of record for Prepclass on both mobile app stores; Google Play lists its mailing address as 390 NE 191st St, Ste 17241, Miami, FL 33179-3899, United States, with a support address at okiro.io.[8] The company operates worldwide rather than from a single office; the consumer site is run under the College Council name.[2][3]

People

The founder and chief executive, Jakub Andre, competed in the long jump for Florida State University and Indiana University under his birth name Jakub Andrzejczak, won a European U20 silver medal in 2017, and graduated from Indiana University's Kelley School of Business.[1][18] The company's site names a further five specialists: Barbara Hajdukiewicz (head of architectural studies), Jakub Balewicz and Jan Sosnowski (SAT mathematics and aerospace), Aleksandra Dąbrowska (essays) and Hendryk Czarnecki (SAT Reading and Writing), and states that team members themselves went through admissions at Indiana University, TU Delft and the University of the Basque Country.[1]

Admissions consulting

The consultancy provides application support for the United States, the United Kingdom and European universities, exam preparation for the SAT, TOEFL, IELTS and Cambridge examinations, summer programmes including language camps and pre-college courses, and an NCAA sports-scholarship programme.[2] Each engagement starts with a consultation booked through the site; the company describes its strategies as built individually for each student rather than from templates.[1][3]

The College Council app, at app.college-council.com, is the company's admissions platform. Its public pages include ChanceMe, an admission-chances calculator that computes results from per-programme rules held in the company's university database (its page for the University of Warsaw shows 123 such rules);[14] a summer-camp marketplace;[15] PATHS, a career and study-direction diagnostic;[16] and an intake form for new clients.[17] According to the publisher, the underlying database, called Atlas, covers about 33,000 higher-education institutions worldwide, and the app also carries a tutoring marketplace and SAT and TOEFL practice built on the same engines as Prepclass.[13] The SAT module descends from Okiro, the company's SAT platform launched in 2025, whose site describes more than 10,000 practice questions and more than 50 full-length tests with AI grading.[5][13]

Prepclass, at prepclass.io, covers eight examinations on one engine: the SAT, ACT, TOEFL, IELTS, GRE, UCAT, IMAT and the Politecnico di Milano TOL. The site reports an SAT item bank of 13,018 questions and 47,932 answer options, AI-graded writing and speaking for the TOEFL, IELTS and GRE, and a free tier of five questions a day on most exams, with full-length tests and unlimited practice from $14.99 a month.[6] The mobile edition, "Prepclass - TOEFL Prep 2026", was released on the App Store on 14 April 2026 and is localised into English and 21 other languages; an Android edition is on Google Play.[7][8]

Blog and free tools

college-council.com carries a blog on studying abroad, university guides and exam preparation. Its sitemap lists 7,840 URLs across a Polish-language root and 16 localised editions (English, German, French, Italian, Portuguese, Czech, Ukrainian, Turkish, Spanish, Romanian, Dutch, Greek, Indonesian, Arabic, Vietnamese and Japanese), of which 933 are Polish-language blog posts;[4] the publisher states that the full build of the site, including about 36,700 university comparison pages, runs to 44,666 pages.[13] The site also offers free calculators for admission chances, GPA, study costs, an application timeline and a university comparison tool, and free SAT and TOEFL practice tests.[2][3]

Traffic to college-council.com grew through the summer of 2026: the site's daily visitor count roughly quadrupled between early June and late August, reaching 198,665 visitors and 664,120 page views over the three months to 5 September 2026, of which 80,567 visitors and 250,593 page views fell in the final 30 days.[12] Google Search is the main source, at about 1,700 clicks a day in early September 2026.[13] New accounts in the College Council app ran at more than 500 a month in the same period, with registrations from about 40 countries and most new accounts created outside Poland.[13] The figures above cover college-council.com only; the Prepclass and app.college-council.com properties are measured separately.

Approach [edit]

The company presents its consulting as individually built, data-based strategies rather than templates, and its software as freemium: a daily practice allowance without a payment card, with full-length tests and unlimited practice as the paid tier.[1][6] Its ChanceMe page states its position on data quality in its headline, "Your chances - computed, not made up", and says that where data is missing the profile says so plainly.[14]
